Work Summary
Professor Berlin is an attorney with more than 15 years
experience in private practice and is a former Baltimore
Police Officer. In addition, Mr. Berlin has performed
extensive legal research and analysis for three National
Highway Traffic Safety Administration-sponsored studies on
sobriety checkpoint, ignition interlock and automated school
bus enforcement. He has extensively researched policing in
several major U.S. cities and participated in an educational
exchange with police and university officials in Rotterdam,
Netherlands in 1999-2000. He has addressed many local
colleges, universities and police academies on a variety of
legal, law enforcement and policy issues.

Director, Criminal Justice Program, Baltimore City Community
College.
Member, Mayor?s Police Advisory Council, Baltimore, Maryland.
Faculty member of the Maryland Police Corps at University of
Maryland Baltimore County?s Shriver Center since its
inception in 1997. Teaches Constitutional Law, Criminal
Procedure, Criminal Law and related subjects to college
graduates entering the law enforcement profession.
